1. Recommend review institutions

By schoolThe "Professional and Technical Job Recommendation Committee" is responsible for the recommendation of various titles in the school, and the title recommendation office is set up under the committee, and the office is located in the teacher work Office。

All colleges, scientific research institutions, student offices, libraries, archives, logistics management offices, affiliated middle schools and other units are establishedA preliminary evaluation (recommendation) team of 5 to 7 people for professional and technical positions。

2. Recommendation and review work requirements

(A) Each preliminary assessment (recommendation) group inIn 2018, the recommendation and application work should be strictly controlled according to the professional and technical position structure proportion and vacancy situation of the unit and whether the applicant meets the evaluation conditions, strict procedures, planned and proportional recommendation and evaluation, and organized personnel to conduct policy review in strict accordance with the corresponding evaluation conditions。Those who do not have the relevant conditions shall not be recommended。For units that have made major mistakes in the review, the principal person in charge of the unit shall make a written explanation to the title recommendation meeting。Units that are not responsible for their work will be criticized in the whole school。

(2) It is necessary to pay special attention to increasing the efforts of professional title work to serve education and teaching, and strengthen the examination of teaching evaluation points of applicants for professional and technical positions in higher education, secondary schools and primary and secondary schools。Each preliminary evaluation (recommendation) group should conscientiously complete this work in accordance with the requirements of the "Guizhou Provincial Higher Education Teacher Teaching Quality Evaluation index System"。In addition, each unit should organize a group of more than three experts to make a comprehensive evaluation of the completion of undergraduate teaching tasks, teaching quality and teaching accidents of the applicants for the higher education series, and carefully fill in the "Guizhou University higher education Series Evaluation of undergraduate teaching Evaluation Form" as an important reference basis for title evaluation。Each preliminary evaluation (recommendation) group shall carefully review the teaching assignment book, curriculum schedule, school-level and above commendation and guidance for school students to win awards and other materials provided by the applicant, take the performance of teaching and education as an important basis for the evaluation of professional titles, and pay attention to teachers' ethics, pay attention to the performance of education and teaching work, and pay attention to teacher and student evaluation。The evaluation of professional titles shall be strictly carried out"Teachers' ethics one vote veto system", the grass-roots recommendation units should carefully fill in the "Guizhou University Teachers' Ethics appraisal Form", the unit appraisal opinions in good grade or above can be recommended。

（三）Principles for recommending qualifications for professional and technical positions in our University in 2018

1.Applying for the qualification of senior professional and technical positions shall implement the vacancy declaration (the vacancy of professional and technical positions at all levels refers to the difference between the number of posts set up (including the AD hoc posts that can be set up in the Notice on Adjusting the proportion of professional and technical posts in public institutions in the Province) and the number of employees (including the newly assessed titles have not been hired to the corresponding posts)value，Do not count the staff with the corresponding title)。Professional and technical personnel who have reached retirement age before September 30, 2019 are not subject to post restrictions。

2.The ranks cannot borrow vacancies from each other。

3.The series and positions not established by the school are not recommended, and the applicant shall declare the corresponding series of professional and technical positions according to the positions already employed。

(4) Recommended review conditions

1.The application of professional and technical post qualifications for higher education series must meet the relevant requirements of the "Guizhou University Teacher Post Qualification Application and Evaluation Conditions" (2015 revised edition) (Guida (2015) No. 104) document。The rest of the series are strictly implemented in accordance with the latest evaluation conditions of the series in Guizhou Province, and those who are over-post declarations must meet the exceptional conditions of the declared professional and technical positions。The qualifications for teachers and counselors of sports and art majors to apply for senior positions have been relaxed to master's degrees, and the student management work of counselors should pass the assessment of the school。In addition, teachers who apply for associate professor, participate in the online on-demand courses of the National College Teachers Network Training Center of the Ministry of Education, and obtain a certificate of more than 100 class hours (including 100 class hours), can be regarded as participating in teacher training selected by the school for more than three months, and passed the examination。Each faculty declares associate professor，Must have more than two years of experience as a class teacher or part-time counselor，Each college should make a comprehensive evaluation of his/her performance as a class teacher or part-time counselor，And carefully fill in the "Guizhou University application associate professor title teachers as class teachers (or part-time counselors) appraisal form"，As a necessary condition for professional title evaluation。

2.Professional and technical personnel who reach the retirement age before December 31, 2018 shall not declare professional and technical qualifications。Retired professional and technical personnel need to declare professional and technical qualifications, according to the (Guizhou Party Office issued [2006] 15) document。

3.Applicants applying for professional and technical positions in higher education, technical secondary schools, primary and secondary schools, and experimental series shall submit the application materials according to the requirements for submission of materials。Persons applying for other series of professional and technical positions shall submit the application materials in accordance with the requirements of the relevant professional title review working documents of each series of competent departments in 2018。

(VI) The application of professional and technical qualifications of our university shall be recommended by a centralized method

(7) Each preliminary evaluation (recommendation) group shall conduct preliminary evaluation and publicity in accordance with the recommendation conditions and procedures stipulated in each series。

（八）Professional and technical job qualification assessment work arrangement in 2018

1.Professional title application materials submission arrangement

Each competent office and bureau has issuedTitle series of title work arrangement documents in 2018, materials submitted from September 10 to September 14, 2018。The competent office and bureau have not issued the title series of the title work arrangement documents of 2018 before September 1, and the submission time of the materials will be arranged separately。Each preliminary evaluation (recommendation) group shall, within the prescribed time, submit the application materials and evaluation fees of the candidates with no objections to the Office of the Professional and Technical Job Recommendation Committee of the school。In addition, when the materials are submitted, in addition to the staff responsible for the unit, the applicant must submit personal materials by himself, will be audited on the spot, and the declaration materials that do not meet the requirements of the documents will be returned, and the units that are not responsible for the work will be notified and criticized in the school。

2.Around September 27, the school held the 2018 professional and technical job qualification recommendation meeting。
