I. General Provisions

(2) The examination security events mentioned in this plan mainly include two categories: First, it refers to the events that affect the normal examination order due to force majeure factors such as natural disasters and sudden diseases;Second, it refers to the candidates, test staff and other relevant personnel who participate in all kinds of education examinations at all levels and disrupt the normal order of the examination due to violation of the examination management regulations and examination discipline，Incidents that affect the fairness of examinations and even endanger social stability。

(3) This plan applies to all kinds of examinations at all levels of our Institute and their corresponding candidates, test staff and other relevant personnel。

2. Working principles

1.Focus on the precautionary principle。To do a good job in dealing with exam security incidents, we must adhere to unified thinking, full preparation, prevention first, and strive to solve the problem in the bud。

2.Principle of immediate response。Find the problem, deal with it immediately, report it immediately, and strive to control the harm and its adverse effects in a minimum range。

3.Principle of unified command and hierarchical responsibility。Adhere to unified command, hierarchical responsibility, each performs its own duties, relevant departments and systems linkage, coordination, dregging the channels of information transmission, to ensure timely and accurate transmission of emergency information, emergency work is fast and sensitive, so that there are special people responsible, there are response measures。

4.Principle of disposal according to law。On the basis of respecting the interests of candidates, exam staff and other relevant personnel, the handling of exam security incidents is in strict accordance with relevant regulations, fair, just, legal and appropriate。

3. Organizational structure and its responsibilities

(1) The College shall establish a Leading group for Examination safety Emergencies (hereinafter referred to as the Leading Group) to uniformly command and lead the emergency work for examination safety emergencies。The team leader is the school leader, the deputy team leader is the main person in charge of the General Office of the hospital, the Educational Affairs Section and the training center, and the members are composed of the General Office of the hospital, the Student Affairs Section, the General Affairs Section, the security section, the Youth League Committee, the computing center, the person in charge of the hospital and the main person in charge of the party and government of the incident department (unit)。

The leading group of the College is the highest leadership, deliberation and coordination body of the college's examination security emergency work, and its main responsibilities are:

1.To study and deploy the college's examination security incident emergency work, and guide the examination organization units to formulate and organize the implementation of examination security incident emergency plans。

2.Lead, organize and coordinate the emergency work, and decide to initiate and organize the implementation of this plan when an examination security incident occurs。

3.Report examination security incidents to superior authorities。

(2) The leading group shall have an office。The head of the functional department shall be the director of the office, and the members of the office shall be composed of the relevant staff of the relevant functional departments。The main responsibilities of the office are:

1.Summarize and verify the relevant situation of examination safety incidents and emergency work, put forward suggestions and opinions, and timely report to the emergency work leading group of the hospital to provide a basis for decision-making。

2.Inform, coordinate and organize relevant departments and departments to implement emergency plans。

4.To undertake daily work of the emergency work leading group of the hospital。

(3) Each examination organization department (department) shall establish a leading group for examination safety emergencies, the leader of which shall be the department (department) supervisor, and the members shall be composed of relevant staff。Main responsibilities: Lead the department's (department's) examination security incident emergency work, and put forward preliminary handling opinions on the incident, and timely report to the leading group of the school。

Iv. Examination security incidents and their emergency plans

(A) the first type of examination security incident emergency plan

1.During the exam, some candidates suddenly fell ill or fainted and could not stick to the exam。

Emergency plan: The test staff will immediately send candidates to the school hospital, the school hospital according to the specific situation of the candidates to deal with。At the same time, we should ensure the security of candidates' test information。

2.In the middle of the exam, the power went out。

Emergency plan: If the power failure does not affect the test taker, the test will proceed normally。If the power failure affects the examinee, the backup power supply should be used immediately to make the test proceed normally。If a large area of power failure, should immediately coordinate with the power supply department to confirm the restoration of power supply time。According to the instructions of the leadership team and superiors, make other decisions such as test delay or suspension。

3.In case of earthquake, fire and other unforeseen natural disasters。

Emergency plan: Candidates should be properly evacuated and placed, and candidates should be helped to solve food, accommodation and transportation problems to minimize the loss of natural disasters。At the same time, we should ensure the security of candidates' test information。

4.Sudden terrorist incidents or widespread outbreaks of infectious diseases。

Emergency plan: report immediately, and according to the instructions of the superior, carry out personnel evacuation or test site isolation, personnel isolation or take other measures to prevent casualties and the spread of the epidemic。

5.In national and provincial examinations, due to natural disasters, traffic accidents or breakdowns, examination organization and management, or other reasons, the examination papers cannot be shipped to the college on time or a large number of candidates cannot arrive at the examination room on time to participate in the examination。

Emergency Plan: OfficeMake corresponding handling opinions according to different situations, report to the leading group, and the leading group shall report to the superior competent department for approval and implementation。The college should calm the examinees' emotions and minimize the negative impact of unfavorable factors。

(B) the second type of examination security incident emergency plan

1.After the paper is opened, it is found that the subjects of the paper do not match the subjects of the exam, or the number of the paper does not match the arrangement of the exam room, or the paper has missing pages, missed printing, double shadow, damage and so on。

Emergency plan: The exam staff will report the situation to the office, and the office will report to the leading group. The leading group will contact the superior competent authorities of all kinds of examinations at all levels, request the use and copy of spare test papers according to the actual situation, and make up the test time delayed by the candidates according to the actual situation, and do a good job of placating the candidates。

2.In the course of the examination, it was found that there were obvious errors in the papers。

Emergency plan: the test room staff should report to the office and notify the relevant candidates in time;If a candidate submits the paper before the paper is corrected, the words "submits the paper before the correction" should be indicated next to the subject to be corrected on the paper, keep a good record of the situation, and take necessary measures to minimize the negative impact of adverse factors。

3.Papers are stolen, lost, opened without permission or other reasons caused by paper leakage during transportation and pre-examination storage。

Emergency response Plan: Staff should take immediate steps to secure the site, report to the office and leadership team, and assist in the investigation。The leading group may terminate the examination immediately after consulting the superior competent authority, or use the standby examination paper。

4.Due to the examinees during the exam collective cheating, collective strike, collective trouble, besieging, storming the examination room, beating the examination room staff, damage to public property and other situations led to the test site order disorder, management out of control。

Emergency plan: If there is a collective cheating, out of control in the examination room, and a collective strike in the examination process, the candidates should first be advised and educated;If the candidate does not comply with the advice, the test shall be terminated and a detailed record shall be made in accordance with the relevant test regulations。

If there is a group disturbance during the exam，Siege, attack test site，Beat up the test center staff，Damage to public property, etc，The examinee should be counseled and educated;Disobedience to persuasion，The examination should be terminated，No one involved is allowed to leave the examination room，Report to the police immediately，And in accordance with the relevant examination regulations to make detailed records。

5.In the event of an emergency, the leading group and all the staff should stick to their posts, closely monitor the development of the situation, communicate at any time, and properly handle emergencies。

6. When other unpredictable major exam security incidents occur, necessary measures should be taken in a timely manner to minimize the loss of adverse factors。
