Chapter I General rules

Article one  In order to protect the legitimate rights and interests of students and standardize the appeal system of students on campus, these Measures are formulated in accordance with the Regulations on the Administration of Students in Ordinary Institutions of Higher Learning and relevant laws and regulations。

Article 2  The appeals referred to in these Measures refer to the opinions and requests made to the college by students who have objections to the punishments or treatment given by the college, or who think that their legitimate rights and interests have been infringed。

Article 3  These measures are applicable to full-time undergraduate students receiving general higher education in our Institute。

Article 4  Students shall adhere to the principles of seriousness, earnestness and honesty in lodging appeals;The college adheres to the principle of "openness and justice, seeking truth from facts, and correcting mistakes" when dealing with student complaints。

Act 2  Acceptance of a complaint

Article 5  The College established "Mingde College Student Complaint Handling Committee of Guizhou University",The director shall be the leader of the school in charge of student work,The school leader in charge of teaching work and security work shall be the deputy director,It is composed of students Department, teaching and scientific research Department, Youth League Committee, Security Department and other functional departments in charge of comrades, and Party secretary of the general branch of the department of students in violation of discipline, the person in charge of the department's student work, the class counselor (class teacher), class monitor, and league branch secretary。The committee has an office, which is located in the Student Affairs Section。

Article 6  Responsibilities of the Student Appeals Committee:

1) Accept students' appeals against their own punishment or treatment;

2Review the facts, reasons and basis for the disciplinary action or treatment made by the College;

3Investigate and verify the reasons and evidence for appeals made by students;

4Within the specified time, make a review conclusion based on the investigation results and notify the student in writing。

Article 7  If a student has any objection to the punishment or handling decision, he or she may lodge a written appeal to the Student Appeal Handling Committee within five working days from the date of receiving the punishment or handling decision。

If a student fails to file a complaint within the time limit, the College will no longer accept his or her complaint。

Article VIII  When a student files a complaint, he/she shall submit a petition to the Office of the Student Complaint Handling Committee。The application shall include the following contents:

1The complainant's name, department, class, student number, contact information and other basic information;

2The matter, grounds and requirements of the complaint;

3The decision of the College on disciplinary action or treatment (photocopy);

4The date of filing the complaint。

The ninth article  For appeals submitted by students, the Student Appeals Handling Committee shall, within three working days after receiving the appeal application, handle the following cases according to different circumstances:

1(b) accept the case and inform the complainant;

2If the appeal materials are not complete, they shall be made up within the time limit. If they are not made up within the time limit, they shall be deemed to be withdrawn。

Article ten  After accepting the student appeal, the Student Appeal Handling Committee shall make a review conclusion and inform the complainant within 15 working days after receiving the appeal application。

Act 3  Handling of complaints

Article 11  After accepting the student appeal, the student appeal Handling Committee shall inquire and investigate the matter of the student appeal。

Article 12  The Student Appeal Handling Committee makes the following handling opinions according to the actual situation:

1Maintain the original decision;

2Change decision。The change of the following demerit (including demerit) punishment shall be directly decided by the Student Appeal Handling Committee;The change of the punishment of probation, expulsion, or the change of the treatment of cancellation of school status and withdrawal shall be decided by the Dean's office meeting。

Article 13  The Student Appeal Handling Committee shall send the appeal handling decision to the complainant in a timely manner。Service can be taken by signing in person, mailing according to the correspondence address of the applicant, and announcing in the College。

Article 14  If the student still has any objection to the college's review decision, he/she shall start from the date of receiving the College's review decision15Within working days, a written appeal may be submitted to the higher administrative department of education。

Article 15  The original processing decision remains valid during the appeal period。

Article 16  The student may withdraw the appeal before a decision has been made on the handling of the appeal, and any request to withdraw the appeal must be made in writing。

Act Four  附则

Article 17  The Student Affairs Section shall be responsible for the interpretation of these measures。

Article 18  These Measures shall come into force on the date of promulgation。
