Act 1  总则

Article one  In order to reflect the care of the Party and the government for students from families with financial difficulties in ordinary undergraduate colleges and higher vocational schools and help them successfully complete their studies, The State Council is now based on the Opinions of The State Council on Establishing and improving the financial Assistance Policy System for students from families in ordinary undergraduate colleges, higher vocational schools and secondary vocational schools2007〕13No.), Ministry of Finance, Ministry of Education, "Interim Measures for the Administration of State Grants for Ordinary Undergraduate Colleges and Higher Vocational Schools" (Finance Education [2007〕92Notice of the General Office of the Provincial People's Government on Printing and Distributing the Implementation Plan of Financial Assistance for Students from poor Families in ordinary undergraduate colleges, higher vocational Schools and secondary vocational Schools in Guizhou Province (Guizhou Government Office [2007〕117No.) and Qian CAI Jiao [2007〕100In the spirit of Document No. 2, these Implementation Measures are formulated。　

Article 2  National grants are provided by the central and provincial governments8：2Proportional joint investment establishment。It is used to subsidize students from poor families who are full-time college students (including higher vocational colleges and second bachelor's degrees)。

Article 3  The number of national grants shall be allocated by the provincial Department of Finance and the provincial Department of Education。

Act 2  Governing body

Article 4  The Student Financial Aid Management Committee of Mingde College of Guizhou University was established, with the school leader in charge of student work as the director and the heads of relevant functional departments and departments to participate in the overall leadership of the school's financial aid work。The committee has an office (located in the Student Affairs Section) as its daily office, which is specifically responsible for organizing the review work

Article 5  Each department shall set up a review working group with the department head as the leader, the department student work leader, the counselor and the class teacher as members, responsible for the review of the department。And report the list of members of the review working group to the Student Affairs Department for the record。

Act 3  Funding criteria and application requirements

Article 6  National grants mainly support the living expenses of students from poor families。The average subsidy is per student per year3000In combination with the average economic income and living consumption level of students' families in this province and our college, the Yuan is divided into three levels of payment:

1File (Students with Special Difficulties)3500元

2File (Students in need)3000元

3File (Students with General Difficulties)2500元

Article 7  Basic application requirements for the National Scholarship:

1Love the socialist motherland and support the leadership of the Communist Party of China;

2Abide by the Constitution and laws, abide by the rules and regulations of the university;

3Honest and trustworthy, good moral quality;

4Study hard and make progress actively;

5The family has financial difficulties, the life is simple, and the school has passed the family financial difficulties identification;

6、No more subjects are retaken or retaken in the assessment year2门（含2Door) and conduct performance score is not lower80分。

Students who meet the above basic conditions and are identified by the school as having special difficulties in their families will be given priority consideration。

Article VIII  Students applying for the National scholarship should ensure the authenticity and integrity of the application materials。

Act Four  Application and review procedures

The ninth article  State grants are applied for and assessed on an academic year basis。

Article ten  The Student Section shall organize the implementation according to the quota allocated by the provincial Department of Education and the identification of students with financial difficulties in all departments of the school in that year。

Article 11  The student shall submit the application to his/her department in accordance with the basic application conditions and other relevant provisions of the State grant provided for in these MeasuresIndividual applications shall be reviewed by each department;

Article 12  According to the selection criteria and quotas, each department will recommend the individuals who meet the assessment conditions, and report to the Student Affairs Department for review after the department has publicized no objections;

Article 13  The Student Affairs Department will review the materials submitted by each department, and report them to the Student Financial Aid Management Committee of the College for examination and approval after the review。After examination and approval, the list shall be submitted to the Guizhou Provincial Department of Education for examination and approval.

Article 14  In the same academic year, students who apply for and receive the National scholarship can apply for and receive the National Scholarship, the National Encouragement Scholarship and other grants。

Article 15  In the same academic year, students who receive the national grant can apply for the honorary titles and scholarships listed in the "Guizhou University Mingde College Student Evaluation and Award Measures" at the same time。

Chapter Five  Issuance, administration and supervision of state grants

Article 16  The National grant is distributed to the recipients on a monthly basis。

Article 17  All departments should effectively strengthen management, seriously do a good job in the evaluation and distribution of national grants, and ensure that national grants are used to subsidize students from poor families。

Article 18  All departments should do a good job in the archives management of national grants, establish special archives, and file students' application forms, evaluation results, documents related to fund issuance and work conditions for reference each year。

Article 19  Strictly implement the relevant financial and economic laws and regulations of the State and the provisions of these measures, the implementation of separate accounting for national grants, special funds, shall not be intercepted, squeezed, misappropriated, and shall be subject to the inspection and supervision of finance, auditing, discipline inspection and supervision, competent authorities and other departments。

Act 6  附则

Article 20  The Student Affairs Section shall be responsible for the interpretation of these implementation measures。

Article 21  These Measures shall be implemented as of the date of promulgation。
