Act 1  总则

Article one  In order to encourage students from families with financial difficulties in ordinary undergraduate colleges and higher vocational schools to study hard and make progress, and get comprehensive development in moral, intellectual, physical, and American aspects, according to the Interim Measures for the Management of National Inspirational Scholarships for Ordinary Undergraduate colleges and higher Vocational Schools of the Ministry of Finance and the Ministry of Education2007〕91Notice of the General Office of the Provincial People's Government on Printing and Distributing the Implementation Plan of Financial Assistance for Students from poor Families in ordinary undergraduate colleges, higher vocational Schools and secondary vocational Schools in Guizhou Province (Guizhou Government Office [2007〕117No.) and Qian CAI Jiao [2007〕100In the spirit of Document No. 2, these Implementation Measures are formulated。

Article 2  The National encouragement Scholarship is supported by the central and local governments8：2Proportional joint investment establishment。It is used to reward and subsidize full-time colleges and universities(Includes a second bachelor's degree)Students in the second grade or above (including the second grade) students (hereinafter referred to as students) who have excellent academic performance and financial difficulties。For Maonan students who have won the National Encouragement Scholarship, all the funding funds shall be borne by the central government。

Article 3  The number of awards and grants of the national inspirational scholarship shall be allocated by the provincial Department of Finance and the Provincial Department of Education。

Act 2  Governing body

Article 4  The Student Financial Aid Management Committee of Mingde College of Guizhou University was established, with the school leader in charge of student work as the director and the heads of relevant functional departments and departments to participate in the overall leadership of the school's financial aid work。The committee has an office (located in the Student Affairs Section) as its daily office, which is specifically responsible for organizing the review work

Article 5  Each department shall set up a review working group with the department head as the leader, the department student work leader, the counselor and the class teacher as members, responsible for the review of the department。And report the list of members of the review working group to the Student Affairs Department for the record。

Act 3  Award criteria and application conditions

Article 6  The National Motivational Scholarship is awarded per person per year5000元。

Article 7  Basic application requirements for the National Encouragement Scholarship:

(1) To love the socialist motherland and support the leadership of the Communist Party of China;

(2) Abide by the Constitution and laws, and abide by the rules and regulations of the university;

(3) Be honest and trustworthy, and have good moral character;

(4) Excellent academic performance at school;

(5) The family financial difficulties, the life is simple, and the school has passed the family financial difficulties identification;

（六）The grade will be weighted average of the subjects studied during the year75Points above (inclusive75Score), no retake or make-up subjects, comprehensive assessment results ranked in the class20%And conduct performance score is not lower90分。

Act Four  Application and review procedures

Article VIII  The National Encouragement Scholarship is applied for and evaluated according to the academic year, with equal evaluation。

The ninth article  The application and evaluation work of the national encouragement scholarship is organized and implemented by the Student Section according to the quota allocated by the provincial Department of Finance and the Provincial Department of Education in the year, combined with the identification of students from poor families in all departments of the school in the year。

Article ten  The student shall submit the application to his/her department in accordance with the basic application conditions and other relevant provisions of the State grant provided for in these MeasuresIndividual applications shall be reviewed by each department;

Article 11  According to the selection criteria and quotas, each department will recommend the individuals who meet the assessment conditions, and report to the Student Affairs Department for review after the department has publicized no objections;

Article 12  The Student Affairs Department will review the materials submitted by each department, and report them to the Student Financial Aid Management Committee of the College for examination and approval after the review。After examination and approval, the list shall be submitted to the Guizhou Provincial Department of Education for examination and approval.

Article 13  In the same academic year, students who receive the National Inspiration Scholarship can apply for and receive one of the National Bursaries and other bursaries, but cannot receive the National scholarship at the same time。

Article 14  In the same academic year, students who have won the National Encouragement Scholarship can apply for the honorary titles and scholarships listed in the "Guizhou University Mingde College Student Evaluation and Award Method", but the scholarship is only awarded certificates, not bonuses。

Chapter Five  National encouragement scholarship issuance, management and supervision

Article 15  The National Inspirational Scholarship is awarded to the winning student in one lump sum。

Article 16  All departments should effectively strengthen management, seriously do a good job in the evaluation and distribution of national inspirational scholarships, and ensure that the national inspirational scholarships are really used to subsidize students from poor families。

Article 17  Each department should seriously do a good job in the archives management of the national inspirational scholarship, establish special archives, and file the student application form, the evaluation results, the relevant vouchers of fund issuance and the work situation in the year for reference

Article 18  Strictly implement the relevant national financial and economic laws and regulations and the provisions of these measures, the implementation of separate accounting for the national encouragement scholarship, special funds, shall not be intercepted, occupied, misappropriated, and shall accept the inspection and supervision of finance, audit, discipline inspection and supervision, competent authorities and other departments。Those who violate laws and regulations, such as embezzlement of funds and fraud, should be held accountable and dealt with seriously。

Act 6  附则

Article 19  The Student Affairs Section shall be responsible for the interpretation of these implementation measures。

Article 20  These Measures shall be implemented as of the date of promulgation。
