Act 1  总则

Article one  In order to encourage our students to study hard and forge ahead, and to achieve comprehensive development in moral, intellectual, physical and American aspects, according to the Interim Measures for the Administration of National Scholarships for Ordinary Undergraduate Universities and Higher Vocational Schools of the Ministry of Finance and the Ministry of Education (2007〕90Notice of the General Office of the Provincial People's Government on Printing and Distributing the Implementation Plan of Financial Assistance for Students from poor Families in ordinary undergraduate colleges, higher vocational Schools and secondary vocational Schools in Guizhou Province (Guizhou Government Office [2007〕117No.) and Qian CAI Jiao [2007〕100In the spirit of Document No. 2, these Implementation Measures are formulated。

Article 2  National scholarships are funded by the central government。It is used to reward full-time college students(Includes a second bachelor's degree)Students in the second grade or above (including the second grade) students (hereinafter referred to as students) are particularly excellent students。

Article 3  The number of awards for national scholarships shall be allocated by the provincial Department of Finance and the Provincial Department of Education。

Act 2  Governing body

Article 4  The Student Financial Aid Management Committee of Mingde College of Guizhou University was established, with the school leader in charge of student work as the director and the heads of relevant functional departments and departments to participate in the overall leadership of the school's financial aid work。The committee has an office (located in the Student Affairs Section) as its daily office, which is specifically responsible for organizing the review work

Article 5  Each department shall set up a review working group with the department head as the leader, the department student work leader, the counselor and the class teacher as members, responsible for the review of the department。And report the list of members of the review working group to the Student Affairs Department for the record。

Act 3  Award criteria and application conditions

Article 6  National scholarships are awarded per person per year8000元。

Article 7  Basic application requirements for National scholarships:

1Love the socialist motherland and support the leadership of the Communist Party of China;

2Abide by the Constitution and laws, abide by the rules and regulations of the university;

3Honest and trustworthy, good moral quality;

4、Grade the weighted average of the subjects studied in the academic year85Points above (inclusive85Score), no retake or make-up subjects, comprehensive assessment results ranked in the class9%Conduct performance score is not lower90分。

Act Four  Application and review procedures

Article VIII  National scholarships are applied for and evaluated according to the academic year, with equal evaluation。

The ninth article  The application and evaluation of national scholarships shall be organized and implemented by the Student Affairs Department according to the quotas allocated by the provincial Department of Finance and the Provincial Department of Education。The principles of openness, fairness and justice should be adhered to in the evaluation of national scholarships。

Article ten  The student shall submit the application to his/her department in accordance with the basic application conditions and other relevant provisions of the National scholarship as stipulated in these MeasuresIndividual applications shall be reviewed by each department;

Article 11  According to the selection criteria and quotas, each department will recommend the individuals who meet the assessment conditions, and report to the Student Affairs Department for review after the department has publicized no objections;

Article 12  The Student Affairs Department will review the materials submitted by each department;After the review is passed, it shall be reported to the Student Financial Aid Management Committee of the College for discussion;After the approval of the discussion, it will be submitted to the Office of the Dean of the College for review. After the approval of the list, it will be submitted to the Guizhou Provincial Department of Education for approval.

Article 13  In the same academic year, students from poor families who have won the National scholarship can apply for the National scholarship and other grants at the same time, but cannot win the National encouragement Scholarship at the same time

Article 14  In the same academic year, students who have won the national scholarship can apply for the honorary titles and scholarships listed in the "Mingde College of Guizhou University Student Evaluation and Award Measures" at the same time, but the scholarship is only awarded certificates, not bonuses。

Chapter Five  National scholarship issuance, administration and supervision

Article 15  The National scholarship will be awarded to the students in one lump sum。

Article 16  All departments should effectively strengthen management, seriously do a good job in the review and issuance of national scholarships, and ensure that national scholarships are really used to reward particularly excellent students。

Article 17  All departments shall do a good job in the archives management of national scholarships, establish special archives, and file students' application forms, evaluation results, documents related to fund issuance and work conditions for reference each year。

Article 18  The relevant financial and economic laws and regulations of the State and the provisions of these Measures shall be strictly implemented, the national scholarships shall be accounted for separately, and the funds shall be used exclusively for special purposes, and shall not be withheld, occupied or misappropriated, and shall not be raised or lowered in disguise, and shall be subject to the inspection and supervision of the departments of finance, auditing, discipline inspection and supervision, and competent authorities。

Act 6  附则

Article 19  The Student Affairs Section shall be responsible for the interpretation of these implementation measures。

Article 20  These Measures shall be implemented as of the date of promulgation。
